Effective January 1, 2020, new legislation required the Department of Motor Vehicles (DMV) to deny registration to diesel-powered vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds that do not comply with California Air Resource Board (CARB) emission standards.
Noncompliant vehicles will have a Record Condition Code
(RCC) 85 Reason Code (RSN) 02 added to the vehicle record.
Procedures
The following applications can be processed by DMV when RCC: 85 RSN: 02 is present on the vehicle record:
• Planned nonoperation (PNO).
• Junk.
• Salvage.
• Duplicate title.
Business Partner Automation (BPA) participants are not able to process these applications:
They can only be processed on the Department of Motor Vehicles
Automation (DMVA) system. Submit applications to the DMV Industry Business Center (IBC).
